Several months ago, CCP posted a dev blog introducing the idea of Skill Trading, which generated a hot discussion among players. After going through a lot of feedbacks and a refining of the design, the develop team is ready to embrace some big changes in EVE Online by adding Skill Trading to New Eden, which is scheduled to go live in the February update.
If players want to add skill points to their characters, they need to get themselves a "Skill Injector" item, which they can either find in the market for ISK or they can get one from their friends. Once they got one, they simple activate the item which immediately adds skillpoints to their unallocated pool and consumes the Skill Injector. Those skillpoints can then be spent however they like (following normal skill progression restrictions of course).

If you are a seller and your character has more than 5 million total skillpoints, you will need to get a "Skill Extractor". This item comes from the New Eden Store, but can be traded on the market as well so you can choose the option that fits you best, ISK or AUR. Once you have a Skill Extractor all you have to do is activate it, which will give you a new window showing all your skills.
