METHOD 1
The first method was discovered by a Faceook user and involves the following steps.
For the third method, simply put, you will need to change your system's Location to Korea and Date/Time/Number formats to Korean from your control panel, and reboot your machine.
EDIT - It may also help to wait at least 5 minutes after the server selection screen comes up before trying to join one of them.
For those of you that are not too familiar with such change, here is a step by step guide.
STEP 1 - ACCESS YOUR CONTROL PANEL
While there are various ways to access your Control panel, the easiest method is by pressing the Windows and X keys on your keyboard at the same time.

This will bring up the following menu, allowing you to easily open the Control Panel.

STEP 2 - OPEN THE LOCATION AND FORMAT MENU
Simply click on Clock, Language, and Location. Note that you may need to ensure that the "View by" option is set to Category.

STEP 3 - CHANGE YOUR SYSTEM'S LOCATION
The remaining steps should be self explanatory by now, but here's what you need to do. From the Clock, Language and Region menu, click on Change Location.

Then, simply choose Korea from the available options, and click on Apply, then OK.

STEP 4 - CHANGE YOUR SYSTEM'S DATE, TIME, OR NUMBER FORMATS
Go back to the Clock, Language, and Location and this time click on Change date, time, or number formats.

Simply select Korean from the available options, and click on Apply then OK.

STEP 5 - REBOOT YOUR MACHINE
Simply restart your machine, and load Tree of Savior from Steam, and it should work fine this time.

- Open user.xml in Steam\steamapps\common\TreeOfSavior\release
- Edit mode in <Resolution> to 2 with any width and height (img)
- Open the game
- Press enter in server list menu
- After that, immediately press close at the top right and leave the confirmation dialogue open
- Wait for 5-10 seconds and then press "cancel" in the dialogue
- You should be in the character selection menu.
